Solution:
Step 1: Draw the true position diagram with maximum distance.

Calculation need consider:
=>when holes' size are MMC, holes located at true position with 0.02 tolerance
=>when holes' size are unrelated actual mating envelope, hole located to circumscribed of true positions
So, we get maximum distance is 1.628.
Step 2: Draw the true position diagram with minimum distance.

Calculation need consider:
=>when holes' size are MMC, holes located at true position with 0.02 tolerance
=>when holes' size are unrelated actual mating envelope, hole located to inscribed of true positions
So, we get minimum distance is 1.572.
Conclusion:
Basic dia 1.6 convert to 1.572-1.628 and 1.630 is out of specs.

Don't mix up with the definition of Basic Dimension (1.3.23). Convert basic dimension to toleranced dimension doesn't mean basic dimension come with tolerance.
